The Waste Bylaw was amended on November 2, 2009 on a number of points, including this:
No person shall scavenge waste or recyclable material from a commercial bin, waste container, automated collection container, plastic garbage bag or community recycling depot.”
Penalties are $125.
Essentially, it was always illegal to scavenge waste, but the bylaw now includes recycling materials.
